Here's how the damage looks like:

I've asked several tech people and they suggest either drilling the remaining bit of the lock with a dremel, carefully of course, or using needle-nosed vice grips to try to rotate the remaining piece out. Any suggestions?

try getting a reversed thread bolt and screw it into the hole so that when you are tightening the bolt you are loosening the wheel lug.

I'm going to try that later on today. Hopefully it will work and I'll keep you guys updated.

And Mike187, I'll keep your idea in mind as well. Thanks.

Ok, I tried several methods today and they all failed. :(

First, the needle nosed vice grips didn't work because there was barely anything to grip and the lock is pretty stuck onto the stud. Also, there isnt much space to move the vice grips around.

Second, I tried a size 14 socket to try to rotate the remaining piece of lock out but again, there was barely anything for the socket to grip onto.

Now I am stuck with the option of going to a shop that is willing to drill out the remaining bit of lock for me. I've been to about 10 shops so far and they're all too afraid to work on it because they will be liable for other damages (broken stud, damaged rim, or anything behind the wheel). This one shop I went to said that he has only seen something like this once and his shop wound up replacing many parts behind the wheel.

I'll keep you guys updated on anything that happens.

what about getting a pipe... arc weld it to the lug nut.. and twist it off?

I think you would be at risk of having a wheel with a pipe welded to it :D
