Um......wha? I'm assuming you are saying it will NOT build boost? Then there are the simple things....do you hear the turbo spool up? Is your gauge hooked up correctly.....Are you driving in the right car at the time?
BUT then you say with no exhaust hooked up.....which confuses the hell out of me....you are expecting to see boost? Oh brother.
You wont see anything coming from an EXHAUST DRIVEN supercharger with no exhaust hooked up. Your question is very confusing and we need quite a bit more detail than you have given.

THe best exhaust is no exhaust. Quiet yourself or read a book, si vous plait.
If you aren't seeing boost, check for leaks to begin with. What sort of vacuum are you pulling at idle? Have you verified proper wastegate operation? Is the wastegate stuck open?

by no exhaust hooked you mean that it's disconnected before the turbo, or after the turbo. turbo's require exhaust gases to spin them, with no exhaust gases passing through the turbo, you won't build boost. are you sure your boost gauge is hooked up correctly?
