Torque Converter locks up at 27 mph at light throttle

My 91 cavalier when driving very gently, goes into 3rd gear at 26 mph and then the torque converter locks up at 27 mph and then the engine luggs. I have to step on the gas to unlock the torque converter. Is this normal for this car? If not, what is causing this problem?

It's your TCC Solenoid. You have to either replace it, or you can just unplug the electrical connector going to it, but your gas mileage will suffer at highway speeds. This is a common problem on 2nd gen Cavaliers.

I already replaced the tcc solenoid. When the tcc solenoid is bad, the torque converter will not unlock. My torque converter unlocks just fine. What it does is it locks at too low a speed. This may be normal for cavaliers.
At what speed does your torque converter lock at light throttle. Please do this test for me. Drive at a steady 30mph and then take your foot off the gas pedal. Does your torque converter lock up at this speed?

I think it was supposed to be at 55mph. Perhaps it was installed wrong or wrong part? Look back at what has changed since replacing it.
