Odd vibration noise. Maybe from the EAS system?

Hello,
I'm getting pretty frustrated trying to find out what is causing this vibration. Its very annoying and sometimes the vibration / sound gets pretty harsh. It happens when i'm applying the brakes and when i'm actually stopped with my foot on the brake pedal. I can feel it in the brake pedal. Of course I thought it maybe old rotors, etc... But what doesnt make sense to me is the noise i hear coming from the side of the engine where the EAS box is located. And the vibration doesnt only happen when braking, it continues on when completely stopped. AND THEN while im stopped, after maybe 10-15 seconds it will stop vibrating completely and be just fine.
If i didnt know better it seems like it somehow linked to the EAS, or something in that area under the hood (directly in front of the driver seat).
Any ideas? I've taken it into my local dealership and they just come up with other crap they say i need to get fixed. and even when i do that, the problem remains. They are idiots over there (Haron Motors in Fresno, CA) so maybe if i know exactly what to tell them the problem is they can actually fix it.
