95 Max Auto trans not downshifting during rolling stop.

95 GLE Auto max will not downshift reliably when coming to a rolling stop.
If I come to a complete or nearly complete stop, there's no problem. If I do a rolling stop at about 10k/h, tranny appears to stay in 3rd and lugs when begin to apply gentle to moderate throttle. If I apply more throttle, trans will downshift however, not smoothly, but as if you were going to pass someone.
If I pull the shifter back to 2nd while it's lugging, it immediately downshifts and accelleration is normal.
Dealer mechanic acknowledged problem, recommended a trans flush and said if that didn't fix it, it was the valve body at $1,000. I've read rumours on this and other sites that it could be simply a bad solenoid however, can't seem to find anyone with exact same problem.
Question is, is there a way to look at error codes for this trans?
Is there a solenoid controlling this downshifting? If so, can I check it somehow?
How can I diagnose this issue further, prior to experimenting with $1,000.

Tranny has a self diag, DIY. However, if connectors are oxidized, tst will be of no use...
