94' Jetta Electrical Short?

This is kinda weird. My 94' Jetta has a problem with the rear drivers side window. Every so often after i lock my car, it will roll down on its own. Recently i noticed that when i try and roll it down from the center console on the dash, it makes the same annoying beeping noise the car makes when you start it and won't roll down?! What the heck? So anyone know what that might be? also, anyone know how to get rid of that annoying beep beep beep when you start the car? Thanks!
