power steering

Can any one tell me if you have to take the tires off to replace power steering pump. Dodge Grand Carivan 03. It's at the dealership on a recall fix for the power steering pump and they called saying that they took the front wheels off and I need brake shoes (They're running a special $150.00) Yeah Right! My husband said "No, he can do it". I don't want them messing me around. It took 4 times taking it in (for a recall notice!) before the idiot mechanic even DROVE it. The only reson he fessed up w/ the prob was because I threatened small claims court (and meant it) Please help me if you can. Thanx, Deana D.

dont know about that year but on mine (97), BUT you do need access to underneath the car so they probably did remove the wheels for clearance space...but.....it sounds as if they're trying to milk you......
