I read on the Website for the Diablo Chip that it was supposed to add 10-25% horsepower. I read on another website that if i combined the chip with a forced air induction system that it would add almost 40% more horsepower, is this true?

Don't believe what any hp gains are unless they say for STOCK cars. If they don't say that (and sometimes when they do) they are HEAVILY modified.
If your car is stock, you don't really need a chip, at most just get a timing adjuster. Even with a cold air intake, you don't need a chip.
But sometimes you get lucky and the chip might actually help your car.
The cold air, if actually cold air induction should give you about 10-15 HP MAX at the rear(don't bet on it, though). I found out that a chip is not really needed unless you did something radical, i.e. SC, turbo, cam, heads, etc.

Cold air good for about 5hp at the rear, so on a 250hp your not even close to 5%.
Chips are worthless on stock cars, hell look at my mods and I do not have a chip.

I agree with these guys about the chip as well. If your looking for some Seat of the Pants improvement, got get a steeper set of gears. After that, look into some exhaust upgrades, Underdrive pullies and a timing adjuster. That would be a pretty good start.

Well, Matt1882 neglected mention what kind of car he has and if it has any mods. That has a bit to do with it.
