Headlight Law

I am buying a set of yellow (nokya or something like that) lights from Japan. I am ordering them through a shop here in town. Anyway, i was wondering does anyone know what the law is for different colored headlights?? I have heard a bunch of different things and i was wondering if anybody knew for sure. I was also told that if you have the wrong color lights, you need to have a set of white dirving lights to compliment them (fog lights or something like that).

Headlights have to be white.
Even HIDs that are not OEM are illegal.
