Taxi Caprice?

Looking into buying a 89 Caprice.
First of, it is advertised as 98000 miles. Checking the history in Carfax, it was at 97902 as of 01-08-1997. It was registered as a Taxi as of that date with 5 different owners thereafter. I'm also thinking it was used as a police car before (will have to check the SPID label to confirm).
Its listed at $2700. I'm thinking either the odometer was disabled, or rolled back. There was also an accident reported with a pedestrian (no damage) on 11-15-1999. Does anyone think its worth it to check out, or just try to negotiate a far better deal?

Sounds like it could have 2 or 3 K miles on it. I would be leery of it, if it had been used as a taxi. But.. you could test drive it, and if it seems OK, make a much lower offer. 5 owners since 1997 sounds like a lot.
