eacv bad?

I'm having an idle problem on my 88 honda 1.5 dpfi. When I start the car the idle will sometimes jump to about 1500 rpm and higher. Other times it will try to hunt for a high idle. I have replaced the throtle body with another one and have removed the eacv and cleaned the inside. I have checked the eacv valve with a multimeter and everything seems ok but when I unplug the eacv the idle will go back to a normal rpm. I have to replace the eacv with another one (used) that did no good. I was getting a 1 on my ecu but replaced the o2 sensor and the check engine light came on again but hasn't since I reset the ecu after that. Do I need to get a new eacv or can I run the car with it unpluged.

Try adjusting your throttle cable. See if that helps ;)

why would the throttle cable be out of adjustment if its a radom act. sometimes it will idle all right for awhile. could the o2 sensor have gone bad agian? could that make the idle surging?

Well if you tried everything else. Sometimes the nut that holds the cable in place gets lose. Just check it. Also check your coolant. Sometimes when your low on coolant , it can cause it to idle funny.
