rear brakes 95 towncar

I replaced the rear pads and rotors last sunday I noticed today that the pads are only making contact on half there surface the inside part of the pad is not making contact with the rotor . This is happening on both sides of the car I used thermoquiet wagner pads and rotors do theses pads need shims I thought they were built in on the wagners if they needed it
