1999 Jetta Will Not Start!

The car just stopped running and will not start. I am reaching out for advice. I have read older posts on the same subject. I have changed the fuel filter, coil, cap, rotor, wires, plugs, and ECM. There is no spark coming from either the coil or cap. The rotor does spin when the cap is off and I turn it over. There is fuel, no problem there. Fuses are fine. Before I change the distributor or engine speed sensor, how can I test them? Thanks, I appreciate it!

Check for 12V between the outer two pins of the 3-wire distributor harness connector with the key in the on position.

Thank you. It was not the distributor. How do I test the Engine Speed sensor. The same way with the two outer posts? I also noticed that the one bolt holding it on is in a very tight spot. I could barely touch it with my little finger. Do you know of any tricks for getting it off.

I'm not questioning the distributor. I'm asking is there 12V being provided to it on the harness (outer 2 pins). There is no set test, you can check for resistance between the red & green wire's pins (on the sensor), it should be 200-500 Ohms. There isn't a spec, but if it's open it's dead.
