Fender Flare Hardware

I recently took my fender flares off to replace my rocker panels because of rust. When I took them off, almost all of the bolts were sheered off since they, too, were rusty. I can get each one for about $13, and there are 12. I dont want to spend that kind of money on such an insignificant project. Is there any trick to replace the hardware without tack welding new bolts in the same place? Would epoxy or fiberglass do the trick? Thanks.
