removing speed limiter

i want to get rid of my speed limiter an the ways i've found out how to are by swapping for a P13, buying a Apex-i RMS or whatever its called, or buyin a chip. but i'm not too sure about any of them. i think the p13 ecu would try to make VTEC kick in when theres nothing there, an i dont know what would happen if it tried. an then the Apex-i thing, it removes the speed limiter on CERTAIN models... and theres no list of what cars it will remove the limiter on. then the chip is one of those things that claim 7-20hp an all that crap, so... what should i do to remove it?

Using a P13 would throw an immediate CEL on an H23A. And there are no chips available for the P14 ECU. I would look into the Apexi thing as an option, although I don't have any experience with those myself.
