Brake Problem

Ok, I've checked the hoses and brake fluid, all are ok. Pushed the ebrake in and released it several times....it's not engaged....
but when i'm coasting at 15-20 mph (does it at higher speeds, but less noticable), and take my foot off the accelerator, immediately I feel the car braking as though I put my foot on the brake without doing so.
Other than this, brakes work fine, normal pressure required to stop and they don't lock up...
What could it be?
Seems if the pads were worn out, the opposite would happen.......
Suggestions? Before I go take all that crap apart....

Raise each tire and see if they are turning smoothly.
Also, just because your emerg brake is releasing on the pedal doesn't mean it is not seized solid in the drum.
