86 f250 electronic fuel problem

I have an 86 f250 302efi duel tanks I get good fuel pressure up to the
high pressure fuel pump but nothing out of it, bench testing my high pressure pump appears to be working "1 strong single click when 12v is put to it"
bench testing the Fuel pump relay I also get 1 single click when 12v is put to it. My question is where does the electronic pulsing originate from
the relay or does it start before it.....a fuel pressure sensor or something.

not sure about your question. Take a look at the fuel pressure regulater tho.

it shouldnt just click it should come on and stay on until you turn off the power.

The fuel pressure regulator works fine" holds vacuum" also the vacuum line that goes to it. both the high pressure fuel pump and the fuel pump regulator relay hold until the power is released.
To clarify the question...there should be a intermitting electrical pulse to the fuel pump to activate the solenoid in it. The fuel pump gets a steady
charge to it but it needs a pulse to make it pump.
