This is a newb question but...Whats putty used for? How do you use it? :D

Putty is a kind of clay that you can mold to just about any shape. It can be used to fix errors in the kit (yours or the manufacturers) and to make modifications. Check out my thread about my Tamiya R34 Skyline for an example of how putty can be used.
The kind of putty I use is called Tamiya Epoxy Putty. I don't know if you've ever used epoxy before, but it works the same way. You have a strip of blue clay and a strip of white clay. You take equal amounts of both and then knead them together. Doing this creates a light blue clay that can be shaped into anything you want. It starts to cure in 5-6 hours and is completely cured in ~12 hours. After it is cured, it behaves just like regular styerene plastic. It can be cut and shaped with paper.
It's very handy and well worth the USD$6.00 that I have to pay for it. :)
pkw1 and flyonthewall do some extensive modifications with putty so they can fill you in on anything else you need to know.
P.S. be sure that you smooth it out with a wet finger before it cures. Otherwise it becomes really rough and that isn't good.

do a search on my user name... i have a post about "making of mugen integra type-r".. I've included images on how i go ahead to built the body kit on the integra with putty :)
