Cigarette Lighter

I'm planning on installing aftermarket heated seats in my 97 Eldorado. The seats must be wired to a power source that is capable of driving at least 10 amps. I tried wiring it to the cigarette lighter, but the LED tester says there's no power there, but there's power coming from the light bulb (that lights up the lighter hole) that is part of the cigarette lighter. Will that be enough power to carry 10 amps? Thanks.
