running problems with a 89 jetta

i have a 89 jetta and very confused on the problem. i have been reading around and it seems that there are 2 fuel pumps on my car. one on the top of the tank and one underneath the car by the back passenger tire. am i correct about that? anyways, the fuse blew on my fuel pump and i replaced it and it doent blow again so i dont know how that happened. there is power cables going to the fuel pump on top of the tank and then they go underneath to the other pump with another plug. if i just leave the top pump plugged in and unplug the bottom one unplugged the car starts but just idles bad. if i give it gas then it dies. if i plug in both pumps the car will not start at all and if when it is running with just the top pump plugged in and then i plug in the bottom one it dies right away. And if i leave the both plugged in and crank the engine, the plugs are wet when i take them out. is the pump shot underneath or should i be looking for something else. a couple of months ago a wire that powers the fuel injectors broke off but i fixed that and those are working properly now but it is possible that another one broke off but i didnt see anything. Any help what to look for would be appreciated very much. thank you
