It depends, I lowered my bird, and it needed alot of things..
First Question: How much of a drop do you want? 1.5? 1.8? 2? Eibach makes 1.5" and 1.8" Kits, Intrax makes 2" and alot of other Thunderbird drivers use Sprint, and Suspension Techniques.
Second Question: Progressive or Linear? Linear is for people that drive on flat surfaces. Progressive is good for bumpier roads, I think progressive is better overall.
So, heres what parts I needed:
-4x Springs (I used Intrax, they were cheap, and they're great)
-2x Upper Control Arms. The links were shot, so they needed to be replaced.
-2x Rear Sway Bar End Links. Same problem as the arms. SCP reccomends going with shorter rear sway bar end links, but its uneccessary, unless you go over a 3" drop. They also reccomend you replace your spring cups. I didnt, and I havent had a problem..
Thats pretty much all the parts I used, it all depends on the mileage. I used stock shocks too...
If you're doing this your self, heres the tools:
-Spring Compressor
-Various Ratchets
-Various wrenches
-An Impact Wrench is nice
-And some common sense
