TJ fuel filter location

Hey guys I need some help. I have a 97' TJ that I think needs the fuel filter changed. When I start it up after sitting for along time (like overnight) it will idle down and stall unless I hit the gas, then it is fine. It is starting to idle rough but runs fine otherwise. Also when my gas gauge hits the red zone on the gauge it will instantly drop to the E. I think that might be something with the gauge though. The problem I found was that it says the fuel filter is located inside the tank? Or it is part of the fuel assembly. Does that mean I have to drop the tank? I am going to do a complete tune up as soon as I can. (Plugs, Wires, O2 sensor) but i think the fuel filter still needs changed. So I just need to know what is involved. Thanks in advance

Yup -- the filter is in the tank, part of the pump, etc. assembly. You have to drop the tank to get to it.

how much of a pain is that? The tank isn't to bad to get to, but I don't want to be out there all day doing it. Does the symtoms I descriped sound like the filter needs changed? Why would they put the filter in the tank like that? That seems odd to me. I mean they could have put it under the skid plate if they were worried about protecting it.
