annoying choke

i got a new holley and the choke is wired to just a hot source, and now that the warm weather is here, ill take it out, and come back like in 20 mins, and start it up, and the choke will come on for like minute and a half, i gotta keep popping the throttle to drop the idle, but shouldnt it not come on till its cold? any ideas how to make it so it only comes on when the motor is cold
