AC Fuses Keep Blowing???

The 10 amp AC fuse under the hood in my 96 cavalier keeps blowing. I replaced it yesterday after unplugging and plugging the plug back into the compressor and it lasted a while and the AC worked well. I turned it on today and it blew right away. I did the plug thing again, replaced the fuse and it blew again right away. I looked for any places where bare wire might be touching metal causing a short but didn't find anything. About 6 months ago water got up to the compresser when we had a heavy rain but the AC worked fine up until now. Any ideas what's going on or what I should try? I really don't want to take it in and it seems like the compressor and clutch are working fine.

does it blow if the compressor is unplugged? if yes there is a short somewhere. if it blows only when the compressor is plugged in there is a short in the compressor.

That was what I thought. The fuse does not blow when the compressor is not plugged in. Why did the fuse not blow right off the bat when I replaced it the time before last when the AC worked for awhile? Would a short in the compressor blow the fuse immediately or could there be a delay? If it only blows when the compressor is plugged in, could there be anything else causing it to blow?
