Ok I have a 1982 Dodge Ram with a 6 cylinder.

I replaced the starter, the relay, the wires going to the starter and the battery cable. When you turn the key on and try to start it it makes a clicking sound that comes from the relay. If you hold the relay you can even feel it. I'll completely lost. Could it be a screwed up relay still.

Backgroud. I was messing with it and had it running. It ran for about 20 mins. and then i turned it off. I then took part of the exhaust. I went to start it to make sure it wasn't to loud and "Click" I figured it was the starter so i replaced it. they said the silinoid was on the started. Still nothing so i did the relay. Same click, then I did all the wires and I still have nothing. I tried jumping it as well to see if that was the problem.

My next two steps is to take the starter back off and take it back to have it tested. If it works then i might buy another relay. $10 is not bad. But is there anything i am missing?

Does your truck have nitrous?

You forgot to replace your ballast resistor. Anyone who owns a Dodge should carry a couple of them on all of their vehicles.
