91 Civic Hatch

For some reason my 88 civic dx gauge cluster with tach is not matching up with the accesories buttons such as rear defrost, dimmer, hazards... i thought these were all suppose to be interchangeable between 88-91. Any help?

88-89 is different than 90-91
