Reverse Lights don't work

Plymouth Voyager 1996. Reverse lights don't work all the time. I have replaced the Neutral switch (on the transmission). Still don't work. It seems like the lights come on and off when you switch from reverse to forward. They might stay on but usually they turn off. Do we have another switch? maybe inside the wheel?
