B16a2 - Help

I have Honda Civic SI 1999 with B16A2 engine. 80.000 miles. Have this problem - when the engine is cold it won't let me rev more than 2.5 rpm.
While the engine gets wormer it let me rev more rpm. The engine check light doesn't lights at all (checked diod and it is ok). Firsty I thought it could be ECU problem then I got brand new ECU and it is still the same.
What do you think it could be? Some sensor? Ignition Distributor??

tps, map, iat sensors. check those out with a simple voltage on the tps and map. ohms for the iat.
