What are my wheel options?

Hey all. I really want to get a simple but attracitve and, above all else, cheap set of alloy wheels (ideally tires included) for my 99 EX. I've been searching for a few days but the cheapest I've found is $740 installed. I'm looking to spend like $400 max. I'm open to used, but I can't find anything (living here between LA and San Diego where everyone modifies everything I find it strange). Can someone please telly me the exact wheel specs I need (I'm open to anything between 15" and 17") and just let me know how I can keep it simple and cheap? I'd be really grateful.

Also, is there any truth to custom wheels improving fuel efficiency, or is it so little it doesn't matter (just wondering; either way I wanna change for looks)?

Nevermind. Found a great pair of 05 Honda stocks for cheap at a used wheel dealer. Thanks anyway.
