new piston rings?

hey my car is acting yp it ideals ruff and when i try to step on it makes this sputtering noise and fells like the car is not even going when i look at one of my spark plugs it hade oil all over the top of it and it was loose theres is no smoke comming out rs

Well your valve cover gasket is probably leaking that's why there is oil on your plugs. and for the sputtering, I would say new plug wires. To find out if your piston rings are fried, go do a compression test. It should read anywhere between 180 and 225 if your rings are healthy.
