Down And Dirty

A September 1998 issue of Hot Rod Magazine has an article called "Down And Dirty" with a motor recipe for a 400 engine, a 400M with 468 foot lbs. of torque and 380 horsies for under $2000. Anyone familiar with this one. I'm wondering if it would be a good motor for my truck, 1973 Ford F250....
