turn signal problems. 86 538e

My turn signals have been acting up quite a bit lately. They just stopped working one day, but with enough flipping of the turnsignal switch I can get them to work for a few seconds from time to time. Could this be a problem inside of the steering column instead of a bad fuse? Ive checked the fuses.
