charcoal canister

I have a 87 B2600 cab plus 4x4.
It started leaking fuel out of the charcoal canister from the line which vents the tank. Quick fix, I plugged the line and loosened the cap to vent the tank. Is the canister bad or what causes the gas to be drawn from the tank? Would like to fix properly but don't won't to spend money on guesses.
