Things under Bumpers

I seen a Cavalier drive by my house the other day and he had like a stock cavalier except the bumpers. When I seen him stop I went and I looked at his car.
What I seen was the stock bumpers with thing on the bottom of the bumpers like double sided tape or glued.
I don't know what these are, but they look cool.
Can anyone tell me what these things are and how they go on the car?

No, either 3-m double sided tape, or the type of screws you find holding the Fender lining up in your tire wells. I haven't seen a close up of how they installed them

where can I get some 3-m double sided tape, I peeled off my vent shades the other day and i want to put them back on
