vacuum problem?

When i start my car (when the motor is already warmed up) my boost/vac gauge reads roughly 14 vac. It eventually reaches 15 - 16. When driving, if i let off the throttle it reaches like 21 - 22 vac. After driving, idle vac is around 16 and sometimes (but rarely) it reaches 17 for a moment. I've read that 17 is the MINIMUM vac at idle. Why aren't i getting a higher vacuum reading at idle? What could i do to fix this? If anything...

Well for one if the throttle plate isn't fully closed the vacuum wouldn't get as low...
Vacuum leak?
Have you checked ALL tubing etc?
I suppose if you had a vac leak you might also have a boost leak.....
I don't know... just some ideas... my vicodin has me seeing funny things!!! lol
