I've got a 94 explorer with 160,000K. Within last few months it has randomly had starting problems. The car will crank but not turn over. Sometimes I can let the car set for 5 minutes and try it again and will turn over and run fine and then other times I may have to wait an hour or two and then come back and it will start. No problems when its running however, just this past week I was driving it when all the power cut off instantly, engine, power steering, lights. This was the first that that had happened. I don't know if the two are related or totally separate. Since this has started I have had the starter replaced because that was bad - didn't fix problem obviously, ignition coil pack, battery, alternator, and ignition module all bench tested and reported to be fine. Currently not starting. I have been told to consider fuel filter (which hasn't been changed in over a year), fuel pump, ignition switch (which I have no idea where it is located, I've already taking steering wheel off and have the column exposed and don't see it). I have also tried disconnecting the MAF sensor and tried starting it - didn't work. Does anyone have any ideas on what to try first without having to spend too much on it as I want to get it running to give to my sister?

You first need to determine if it is spark or fuel that you are missing. Then we can help more.

What would be the best way to try to differentiate either?

Can you hear the fuel pump humming when the key is in the "on" position? It should hum for about 2 seconds. If there is no hum, check fuse, relay, fuel cut-off switch, wiring to pump and fuel pump last. If it hums, check to see if the injectors are recieving a signal from PCM to open and close them. If fuel is OK, pull spark plug wire and find spark plug laying around to put in the wire. Lay plug on metal, have someone crank vehicle and look for blue spark coming from the plug. If there is blue spark, then we gotta scratch our heads and think harder. One of them will be missing. Either spark or fuel. Good luck.

have you checked the big red cable on the battery? It goes to the starter and on my 94 explorer it was corroded. Engine would crank but the strater didnt have enough juice to kick the engine over. replaced cable and problem.
