1995 318i FOG LIGHT????

When I bought my used 1995 318i it had a cracked passenger side fog light lense. I bought a new fog light from the dealer. I can't seem to get the lense to pop in correctly like the manual says. The piece that hooks it in refuses to work. Do I need a new headlight bracket? Thanks!
