Check Engin Code P0401

I have a 97 Contour SE-with a cali emissions i think, it has 3 cats 1 located in each manifold regulated with o2 sensors, and 1 under the body.
This is the problem:
I have been trying to get my engine light to stay off so i can pass NYS inspection. The only code my car is putting out now is P0401 I have had the EGR cleaned, replaced the DPEF sensor, 4 new O2 sensors, and had both exaust manifolds with cats replaced. But the code keeps coming back, I need help a inspection has now cost me $2000 and i still failed. Is there any hope or should i get rid of the car? It runs great still.

i dunno, i was testing a contour with engine errors, and the code sounded close to that one, and the code was registering to a camshaft sensor malfunction. So it could be close to something doing with the camshaft. I dunno but i do remember it being really close like 403. plus 2.0L ford engines have a problem with timeling belt tensioners going easy. i have fixed 2 already in 3 months.

I still Failed NYS inspection, so i replaced the EGR valve rather just clean it, replaced every vaccum line i could find and still have the same problem...same code
