Brake pedal air noise

I have a 1995 Aurora and when I step on the brake pedal you hear a rush of air from under the dash and the rush of air will continue as long as you have your foot on the pedal. Sometimes the pedal is very hard (Like no Power brakes) when you put your foot on the brakes. I have checked the connection to the brake booster and that looks fine.

most likely a bad booster
