94 Lhs Dash/tranny Issue

I have a 94 LHS and when I start the engine, none of the gages work in the instrument cluster. When this happens, the tranny will not shift out of 2nd. Sometimes if you wait a while the gages will start working. When I scanned it, it told me a code "66" the engine computer was not getting anything from the tranny computer. I've heard differing sources of the trouble. I've been told it could be the instrument cluster itself, it could be the tranny computer or wiring. Has anyone else had this happen??
