Does your high beam switch still work? It should be able to activate the high beams and the dash indicator (flash feature) even with the headlamp switch off. It could be stuck closed causing your problem. Good luck and let us know what you find.

The high beams and flashers work fine, I did find a short up under the hood near the driver side head light, does any one know if you have to replace the whole harness if so where can I get one of them with out paying an arm and a leg!

You should be able to make a repair on the exsisting harness. If done clean and tight it will work fine.
