Won't start and brakes locked up

I have bought a '02 tb wrecked and the steering colum was broke so I replaced it and now the tb won't start key will turn on all the lights come on in the dash but nothing. Was going to load it up and take it to hook up on computer but put it in neutral and it won't roll brakes locked up. Is this all in the security system shutting everything down?
