Keyless remote reprogramming

Hi,
I bought a keyless remote for my 1999 Passat and need to reprogram it for my car. It is the Clarion banjo type. When I brought the car a few weeks ago I got 2 remotes and 2 keys. Both of those remotes were well used. One of them works (sometimes!).
