Bleeding brakes

I am having problems bleeding the brakes on a 1995 countour with no ABS
A snap-on bleeder has been tried but no help.
The front of the car has been jacked up, no help.
The master cylinder has been replaced twice, no help
Any suggjestions?

do it the old fashioned way. open the bleeder valve, have someone push on the brakes, close the valve, depress the brakes. repeat for about 30 times.

Just to let you know, it was the calipers that were the problem.
The pins had worn and the calipers were moving when you tried to bleed the brakes.
Replaced calipers, took care of problem.
