Wheel bolts

I discovered today that the last time I had my car in for new tires on the front the shop somehow managed to crossthread ALL 4 wheel bolts. So I quickly figured out that the only way to get the tire I needed off the hub was to break the bolts and replace them with new ones.
How difficult is it to replace the wheel bolts? Can I get to everything and extract the old bolts with hand tools? The new ones will have to be press fitted in correct?

I have a '98 Elantra with a broken front wheel bolt also. How did you replace the bolts? I could not find anyway to get to the nuts on the back side of the rotor that fasten the bolts holding the plate that holds the wheel bolts in place without taking the entire assenbly off.
