98 taurus windshield wiper pump

i have a 98 taurus and the windshield wiper pump isn't getting power.checked it with a volt meter, checked all the fuses and checked the multi- function switch both good. have the haynes manual and the wiring diagram shows a washer motor relay and a generic electronic module, does anybody knows what these are and where on the car are they located?
