Anyone no how to fix a Jeep upper door (soft top) the plastic ripped

Not sure; I've seen plenty of clear plastic packing tape repairs though.
There may be repair kits out there; here's a place to start checking:

But if it's torn due to age (and is cloudy) it may be a good idea to replace your top.
