what is the correct rpm for certain milages? for example: 25mph, would it be 1000? there are times when i am driving that my rpm needle will fly up to 3000 and then drop down quickly to 2000. could there be something wrong with my engine? thanks for your help.

In automatics you can't say there is a constant RPM for a given speed in some gear because of how the torque converter works (a fluid propels the car rather than a direct connection between the engine and transmission). With manual transmissions, you can do this, though.
Anyway, as long as your foot is completely off the gas, your RPM shouldn't ever jump except when the car changes gears. In automatics, though, if you just lightly tap the accelerator, there's a good chance your tach is going to immediately jump up a few hundred RPM, though it may settle down quickly if you don't push it harder.
