86 regal with ticking engine

My regal's engine ticks above idle and gets louder as the engine is revved.
This is the belts right?

Most likely not.
Ticking is most often caused by dry lifters. If you search the forum, you'll find a post I made a while back about fixing this. The cliff notes of this is to remove the valve covers, and loosen the stuck parts of the lifter using a combo of wd-40 and brake cleaner. Thouroughly flush the engine with oil once your done, and the ticking should stop.
If it continues, it could be because of too low of an octane fuel. Run 93 in it if you havent already.
It may also be piston slap. Does if get less noticable the more you drive and the engine reaches operating temperature? You might try a lower viscosity oil as well. For example, 5W-30 instead of 10W-30
