If you find any Passat of your vintage in the junk yard it will be missing those controls, very common to go bad. Your only hope is that the cable has slipped, which requires removal of the center dash console.

thankyou, do i need to take off the radio, ventilation vents and fan selector panel to check the cable?
can i just fix the blower to "head" only for good where i need most anyway ?

Unfortunately you'll need to take most of the center console out as you need to have access to both ends of the cables to check their operation. The trim comes off the heater control to expose four scews that allow the unit to slide out. There isn't much room to work w/o taking the radio, switches, etc... out also.

you are right, i took off the panel and part of console ,found out that the fan selector is operated by teeth and cable mechanism that was stopped by a piece of thin shinny metal lying on the tray!!
God knows where it came from and i took it away. Fan selector is back to normal so are oother switches on dash.
Very very happy but took me 2 hr to do it.
